How to apply for food stamps in NYC
In New York City you apply for food stamps (SNAP) through HRA on ACCESS HRA. After you submit, you must do an interview. For SNAP-only, call 718-762-7669 (718-SNAP-NOW), Monday–Friday 8:30 a.m.–5 p.m. No appointment. HRA has 30 days to decide. Some households get expedited SNAP in 7 days. This page is unofficial.
Steps
- Create or log into ACCESS HRA. The City phone app is better for photo uploads. Some people find the website easier on a computer.
- Choose SNAP only, or Cash Assistance (which also screens SNAP).
- Submit the application. Save the confirmation number.
- Call 718-762-7669 for the SNAP interview. Do this within 7 days if you need expedited help. Do it within 30 days or the application can be rejected.
- Upload photos of documents in the ACCESS HRA app, or mail, fax, or drop off at a SNAP center.
- Watch ACCESS HRA for the decision. If approved, the EBT card can take several business days. A SNAP center can issue a temporary card.

New York uses more than one gross-income test. OTDA standards effective October 1, 2025 through September 30, 2026:

Which column applies depends on earned income, age 60 or disability, and dependent-care costs. Your real SNAP amount is usually less than the maximum. Confirm on OTDA. Apply if you think you might qualify — HRA decides.
